Our learning city journey began at the former city of Thuringowa in 2005 with strong support from the Chief Executive Officer, who asked the Library to provide leadership in the development of a learning community. At council level, Thuringowa City Council in its Corporate Plan 2005-2010 adopted a strategy “To develop Thuringowa as a learning community”. At that time Thuringowa had a significant Indigenous population, a high proportion of young people and a large area of the city was characterized as semi-rural.

Townsville Learning City and the Queensland Plan
I wonder Judith whether the implementation of the Queensland Plan by the Queensland Government provides any opportunities to extend the reach and impact of the Townsville Learning City. As you will know the Plan involves 9 interconnecxted foundation areas such as education, community, health and well-being, and environment which are often strategic objectives in learning communities/regions/cities. To what extent has the Townsville Learning City already touched these areas? Are there any insights or lessons from this experience that could have value for other Queensland communities? As you know, achieving an holistic and integrated approach to a learning city is a key objective in PASCAL learning city work which is being explored under PASCAL work on the EcCoWell concept. Cork undertook leadership in this area during 2013 while an EcCoWell network exists under the new Learning Cities 2020 Networks initiative.
