Our expertise lies with the people at our centres and our cadre of international experts and associates.
We have experts in the following fields:
- Education and Lifelong learning
- Local and Regional Economic Development
- Learning Cities
- Community development and placemaking
- University community engagement
- Learning and Sustainable Development Goals (SDGs)
- Policy research and evaluation
Our experts all have extensive experience in university research and teaching, in local and central government, and in service development and leadership roles. They bring a commitment to share their expertise in collaboration others, either through synthesising their professional knowledge, and working closely alongside cities and service providers to bring knowledge drawn from an international perspective to help develop local solutions to policy and practice challenges.
PASCAL experts share their knowledge through briefing papers, publications, presentations and workshops and through a variety of media, as well as direct work alongside government agencies and service providers.
Examples of work demonstrating the expertise of people involved in PASCAL can be found in the sections sections attached to this page.
The PASCAL website is a library of work in our fields. It continues to grow as we extend our reach and expertise as knowledge-brokers.
Blogs are becoming increasing important ways for opinion-makers to share their views with others in a flexible fashion. Our contributors to blogs are PASCAL staff, board members, associates, affiliates and very importantly our subscribers. They submit their expert opinions and comments on topical subjects related to their specialised field of work/research, and invite comments from others and debate.
Selected blog entries are published here in the public section of the website from time to time (authorised users have complete access, please log in).
To view the latest blog posting please go to the PASCAL Blogs [2] pages.
The text in these blog entries does not necessarily represent the views of PASCAL.
Please find here a full listing of the main series of papers produced by PASCAL members. There is a growing series of Policy Briefing papers and a series of longer pieces in our Hot Topics series. An additional set of papers are produced by the PASCAL Special Interest Groups (SIGs). Details will be found on the SIG page of this website.
Hot Topics are substantial papers exploring key issues within the PASCAL remit which seek to consolidate thinking and understanding.
There are currently 24 Hot Topic papers which may be accessed below.
PASCAL Policy Briefing Papers are shorter papers which aim to summarise recent material on current policy issues and its implications for policy and practice. New papers are being addedd regularly. They may be accessed here.

This website is a storehous for a wide variety of resouces for PASCAL members, partners and readers. You will find a large body of information in our library, together with news, blogs and papers relevant to the policy areas on which PASCAL is focussed. Most of this is available for public viewing. The latest listings are shown on the left, or go to the FULL Library Index to explore all PASCAL materials.
Members of PASCAL are frequently invited to be keynote speakers at conferences and to present seminars. Increasing these are being recorded. Through this part of the site, we provide access to recordings (audio or video) where these are available and access to related papers and powerpoint presentations.
We have developed effective templates for benchmarking for learning cities and university engagement, and for profiling neighbourhood. These are only available through a subscription. Please contact John Tibbitt to discuss this further.
Deatils of additional resources will be posted here as they become available.
Consistent with its observatory function, PASCAL brings together material in a growing number of publications, available as commercial publications in well known book and journal series, or on this website. These publications, edited by PASCAL members and Associates, bring together papers from our conferences and significant research and ideas relating to key themes within the PASCAL remit.
Details of books produced by PASCAL are available here.
PASCAL people also produce academic and policy papers and other books; information about these can be found in the People section of the site.
