The overall objective of Learning in Local and Regional Authorities (LILARA) is to research and disseminate materials relating to the needs for training and learning of management and professionals in Local and Regional Authorities and their institutional stakeholders in order to assist with the development of Lifelong Learning Organisations, Regions and Cities throughout Europe.
