A set of principles for Government working with communities. The government is responsive to local needs and people have opportunities to participate in the decisions made by government. The world is viewed through the lens of clients (client focussed principle). There is a simpler or single face of government locally (principle of place). A shift from government controlling and directing resources to playing the role of facilitator and enabler (principle of enabling). A devolution of service planning and delivery to the local level (principle of subsidiarity). Development of cross sectoral partners between government, community agencies and corporate sector (principle of partnership. Harnessing the capacity of local leaders and entrepreneurs (principle of local capacity and ownership).
