Many problems confronting societies and governments are what are sometimes described as wicked problems. Those problems which arise from non linear complexities rather than linear systems eg homelessness, drug dealing, terrorism. Old command and control solutions won’t work for non linear problems. Successful approaches will be characterised by diversity, flexibility, agility and subsidiarity i.e. what they call network government. I put community strengthening firmly in this category. It is about networking, devolution, giving up control.
