Committed people and institutions are at the core of PASCAL. Membership of PASCAL is now defined in the memoranda of understanding between the universities that host PASCAL centres as follows. 

Members are PASCAL Associates and any institution, foundation, enterprise or organization which takes a formal commitment to support PASCAL materially or intellectually. Membership is per calendar year, automatically renewable unless the member withdraws. 

Associates are appointed by the Board in recognition of experience and contributions made on behalf of the public sector, international organizations or higher education.  In particular, Associates:

• are invited to participate in projects initiated by PASCAL and involve PASCAL and its members in their own research projects;
• may provide consultancy services as requested on behalf of PASCAL and seek endorsement and assistance for their own consulting activities;
• are encouraged to contribute papers and other items of information  for publication on the PASCAL website and to discussion forums on it;  and
• may represent PASCAL in appropriate fora and seek opportunities to influence and participate in policy processes.

Members will be consulted on the evaluation of the Board, which is accountable to the universities that are parties to the MOU, during the last six months of its terms; the results of this consultation are non-binding.
