The Peoples-uni http://peoples-uni.org aims to provide educational context around the increasing amount of Open Education Resources freely available on the Internet to help with Public Health capacity building in low- and middle-income countries. 
A paper in the December 2007 issue of the Bulletin of WHO describes the genesis of the initiative:

To keep costs low, this depends largely on volunteers.
