European Civic Sciety Platform on Access to Culture
The Platform on Access to Culture has a clear mandate to bring in the voice of civil society in order to produce recommendations for policies that can foster the access of all to cultural life in its different dimensions. The Platform also pretends to make echo to the need of the sector to take action on the different stages of policy forming and organise itself the way many other sectors have done previously. Like different social sectors or the environmental movement, civil society for culture has a call to become more focused and goal-oriented and learn from the progress of other sectors in order to break out from a certain marginalism that still defines it.
Under the Platform with some 39 representatives from European cultural organizations, Pascal Associate, Herik Zipsane, has had the opportunity to lead the discussions in a work group on Learning and Access to Culture. Key factors that have emerged from these discussions are:

that cultural activities must be recognized as an informal learning resource;

that regional government has an important role to play if people are to learn through cultural experiences;

that learning through cultural activities are important in relation to achieving key competencies for all.
