David McNulty
User Profile
I am currently chief executive of Surrey County Council. Surrey is one of the largest councils in UK responsible for 1.1 million residents and with a gross budget of £1.8 billion employing 29 000 staff. I have an expertise in turning around poorly performing organizations using learning organization approaches.
Previously I was chief executive at Trafford Metropolitan Borough Council (MBC) and part of innovative work bringing together ten councils in the Greater Manchester region. I was part of the senior team that helped to turn around Walsall MBC from being the poorest council in the country to a high performing one. Before that I established a multi award winning lifelong learning service at Blackburn with Darwen.
