Bob Gleeson

Bob Gleeson is Interim Dean, Maxine Goodman Levin College of Urban Affairs, and Levin Chair & Professor, Urban Studies and Public Service, Cleveland State University
He served most recently as adjunct professor of ethics, history, and public policy at Carnegie Mellon University and vice president of policy research and Thomas C. Sutton Chair in Policy Research at the Public Policy Institute of California.
Other previous positions include director of the Center for Governmental Studies at Northern Illinois University, co-director for North and South America of the PASCAL International Observatory, associate professor of management and public policy at Duquesne University, initial director of the Pittsburgh Robotics Initiative, founding executive director of Carnegie Mellon’s Center for Economic Development, director of economic development for the Pittsburgh High Technology Council, capital planner for Allegheny County government, and management consultant for the Blue Cross and Blue Shield Association.
Bob earned a Ph.D. in history & policy at Carnegie Mellon University in 1997. He also earned a masters degree in public policy from Harvard University’s John. F. Kennedy School of Government in 1982 and a bachelor of science degree in applied history and management from Carnegie Mellon in 1980.
His dissertation examined the rise of graduate business education in the U.S from 1908 to 1970, and his masters thesis developed pricing policies for commercial access to the Space Shuttle for NASA.
Gleeson offers expertise to PASCAL members in the following areas:
- Facilitating collaborative strategic planning processes for networks of state, provincial, and local agencies that wish to pursue regional objectives.
- Development and application of large-scale data systems to support collaborative regional initiatives and the measurement of performance.
- Development of local and regional policies to stimulate long-term job creation through cluster-based technology commercialization.
- Assisting universities to develop innovative regional outreach and engagement activities.
Illinois-Wisconsin Regional Automobile Industry Adjustment Project – working with cross-state collaboration to stimulate entrepreneurial growth in region struggling with economic restructuring.
State of Working Illinois Project (www.stateofworkingillinois.niu.edu) – annual labor market reports.
Nicor Gas Company – development of region-wide GIS growth modelling database with 2.3 million structures and historical data since 1970.
Winnebago Regional Collaboration – network of eight Mayors, the County Board, and business leaders working to pursue collaborative economic development initiatives.
Northern Illinois PASCAL-PURE Project – working with NIU President and the presidents of seven 2-year community colleges in the region to develop collaborative regional strategies for workforce development and broader access to higher education for groups with high rates of poverty.
Association of Public and Land Grant Universities (APLU) – assisted committee to develop a new management tool to help universities align their engagement activities with regional needs.
