10th PASCAL Conference - The role of HE in local and regional social and economic development, Brest, France, 29-31 October 2012
The 10th PASCAL International Observatory Conference: "The role of Higher Education in local and regional social and economical development" will be held on 29, 30, 31 October 2012 in Brest, France with the support of: Université Bretagne Occidentale, European University of Brittany, Brest Métropôle Océane, Conseil general du Finistère, Région Bretagne and the CEREQ centre de Rennes.
The overall theme for this conference is the role of Higher Education in local and regional social and economic development. In this time of global crisis, we can observe that national government, international organisations and multi-national companies all are unable to propose sustainable solutions for human development as it relates to adequate and equitable access to health, food, security, education, and even culture. The first objective of this conference is to examine the role of Higher Education and of highly educated individuals in a context of economic crisis with high levels of unemployment, especially for young people. The second objective is to examine best practice in these areas from regional and local cooperation between Higher Education Institutions and local stakehoders.
The conference will provide opportunities to discuss various sub-topics such as the role of Higher Education Institutions in remote regions, ageing populations and regional development (health and well being) and the contributions from universities in a time of crisis. The workshops will have a cross-cutting vision within three domains: innovation, the internationalisation and inclusion.

10th PASCAL Conference - Welcome by Jean-Marie Filloque
Dear Colleagues
It is a pleasure for me, as Vice Rector for LLL and academic affairs, on behalf of Pascal Olivard, Rector of the University of Brest, to welcome you in our city, in the framework of the 10th PASCAL Iinternational Observatory Conference.
The President is today in Rennes, mobilised by questions somewhere inline with some of our subjects, as he is working for the European University of Brittany, a cluster of 23 higher Education institutions of Brittany created in 2007. Currently, our Rector is also the President of this cluster and I’m in charge of a mission for the development of LLL for this regional organisation.
He is so sorry not being present for this opening session but he sends a warm message of encouragement for your work and he will participate later as he will come back.
The University of Brest, with its particular situation in the French (and even European) geography, is proud to host this international conference and is specifically interested in this kind of conference which contributes to the necessary networking between organisations coming not only from different countries but also from different activities, but all concerned by the social responsibility, economic contribution and cultural engagement of higher Education institutions, and specifically Universities.
