Higher Education Reform: Looking Back - Looking Forward

Starting in 2003, there has been a series of annual international Higher Education Reform (HER) workshops the twelfth of which has been held in October 2015 in Tianjin, China. The particular themes of these workshops vary yet always concern policy reforms and other major changes in Higher Education.

The tenth of these workshops, held in Ljubljana, Slovenia in 2013, focused on reforms in the past 30 years and on emerging issues that are emerging, or will likely come to the fore in the future, having an impact on the reform agenda of governments and institutional leaders.

The publication with papers from the Ljubljana as well as an earlier workshop, held at Berlin in 2011, has several chapters on the theme of Higher Education and Lifelong Learning. Authors are, among others, Ulrich Teichler (International Center for Higher Education Research, Kassel), Andrä Wolter (Humboldt University, Berlin), and Maria Slowey (Dublin City University, Dublin) who give an overview and provide an analysis of developments in Europe with particular emphasis on new target groups for Higher Education, i.e. the traditional 'non-traditional' learners as well as other groups under-represented in Higher Education.
