PASCAL is developing a program of international exchanges - PASCAL International Exchanges (PIE) - to encourage and support exchanges of information and experience between learning city initiatives. It is envisaged that these exchanges will foster new ideas and fresh thinking on key issues, and serve as a stimulus to innovation in learning city development.

Here Ilpo Laitinen, Research Director of Helsinki City, Daphne Wood, Director, Planning & Development, Vancouver Public Library and Stacey Huget, Project Director, Vancouver Learning City are in conversation about PIE on West Georgia St, Vancouver. A number of other cities will also be involved in exchanges.
