It is increasingly recognized that higher education institutions can make significant contributions to the economic, social, culture and environmental development of the cities and regions in which they are situated. The concepts of the “learning city” and the “learning region” capture the idea that the development of human potential is central to the economic success, social cohesion, cultural identity and environmental sustainability of these areas. Universities have particular resources that can provide opportunities for lifelong learning, knowledge transfer, creative enterprise and community participation. However, many changes are required within universities in order for them to engage successfully with their surrounding communities. Equally, it is important for cities and regions to understand how they can take advantage of the higher education institutions in their areas to achieve common goals. The theme “Engaged Universities and Learning Cities-Regions” will enable in-depth analysis of the relationship between the university and society in a variety of national contexts.
Who Should Attend?
The conference will be of interest to those in the research and academic community working in the area of higher education and regional development and will also be of significant interest for policy-makers and managers from cities and regional development agencies and local and national government bodies with responsibility for regional development. The structure of the Conference will facilitate the sharing of experiences and research findings across a wide range of interests.
Conference Format
The mix of participants provides the basis for an informed dialogue between academics, professionals, and regional leaders. In addition to keynote addresses, panels and individual papers, there will be illustrative case-studies and roundtable discussions, enabling debate on a range of topics associated with the main Conference theme.

The University of Botswana
The University of Botswana is a broad-based public university situated in Gaborone, the capital of Botswana and the headquarters of the Southern Africa Development Community. Botswana is a vibrant democracy with a well-managed economy. There is a public policy commitment to the role of higher education in building the knowledge society that is envisaged as the next stage of national development. The University is a dynamic institution with approximately 16,000 enrolments. It is currently engaged in a major building programme that includes a teaching hospital. Its new strategic plan for the period 2009-2016 (www.ub.bw/ip/documents) includes the priority goal of strengthening engagement, with a special project on developing Gaborone as a learning city. The University is a member of PASCAL and a participant in the PURE project.
PASCAL
Pascal is an international research and policy development alliance, which aims to develop, discuss and communicate new concepts and emerging ideas about place management, social capital and learning regions. PASCAL undertakes research and development projects utilizing a growing network of partners and associates, and animates dialogue and discussion among members and other interested organizations through the publication of studies and papers as well as conferences and workshops. The theme of university engagement in regional development is one of the pivotal concerns of the PASCAL International Observatory and it is currently coordinating a research project in 17 regions around the world entitled PASCAL Universities Regional Engagement (PURE).
