For the last fourteen years an international group of Higher Education researchers and administrators, several of whom PASCAL associates, have organized a series of international workshops on Higher Education reform.

Last year's workshop took place in Dublin, organized by Dublin City University and Trinity College. Its focus was on inequality, global change and challenges, and policy responses which included a focus on Higher Education access for migrants and refugees.

This year's workshop will take place in Japan, organized by the Research Institute of Higher Education, Hiroshima University. Its focus will be on the new regulatory and financial environment of Higher Education and a critical look at the consequences for the missions, governance and 'productivty' of Higher Educations  institutions.
