PASCAL operates at present from 3 university-based centres under Memoranda of Understanding (MOU) exchanged between the host universities). It is guided by a Board chaired by Josef Konvitz [1], formerly of the OECD.The Board is accountable to the universities which are parties to the MOU.
PASCAL’s key resource is its unique international network of dedicated Associates, each with practical skills and expertise related to our guiding themes. Our network connects practitioners, researchers, and policy makers. Our boundary spanning connections help generate new knowledge, new practice, and new policy initiatives.
Associates are appointed by the Board in recognition of experience and contributions made on behalf of the public sector, international organizations or higher education. In particular, Associates:
Associates fulfill a variety of functions.
An Associate shall be appointed for a renewable 3 year period. PASCAL welcomes nominations of new Associates, which may be made to PASCAL Vice-chair, Chris Shepherd.
Membership
Members of PASCAL International Observatory are any institution, foundation, enterprise or organisation which takes a formal commitment to support PASCAL materially or intellectually. Membership is per calendar year, automatically renewable unless the member withdraws.
Members are consulted on the evaluation of the Board during the last 6 months of its term of office. The result of this consultation is not binding.

PASCAL is a membership organisation governed by an Executive Steering Group and assisted by an Advisory Board . It operates through, at present, 4 Centre Offices - each with a Co-Director, leading the work of the Centre, and an administrative support team.
The role of the Executive Steering Group is to provide support and advice to the three Co-Directors and have particular regard to the determination of policy, vision, reputation, technical/operational issues and to deal with matters of urgency. It consists of a Chair, a Vice Chair, the Co- Directors, a representative of the founding regions and two others by invitation of the Chair in recognition of their contribution to PASCAL.
The role of the Co- Directors is to jointly manage PASCAL operations and to deliver services to the membership linked to their respective nodes, to development policy and strategies for future activity and to ensure the continuing development of PASCAL. An Executive Officer co-ordinates the conduct of PASCAL business and operations.
The Advisory Board oversees the development of PASCAL, scrutinises the activities of the Executive Steering Group and provides strategic direction and advice. It consists of a Chair, a Vice Chair, the Co-Director from each regional office, a representative from each of the three founding regions together with other members who demonstrate that they have a commitment to PASCAL and who are drawn from either the academic sector, the public sector or a related area of interest. Between them these members reflect the whole span of focus of the PASCAL remit.

Key to PASCAL's work is its cadre of international associates, all of whom have specialist skills related to the core areas of the observatory's operations and have significant experience in the public sector, international organisations and/or in higher education.
Currently there are some 60 associates and it is greatly to the advantage of PASCAL that we are able to flexibly call upon such substantial expertise to provide services to cities and regions. This provides us with the highest quality of expertise with a great range of competence, rarely seen in other organisations.

Affiliates are appointed at each of our Centres, and fulfil roles similar to those of Associates. The distinction is that Affiliates are directly employed by one of the institutions hosting PASCAL offices.

PASCAL draws its membership from regional authorities and universities. Below is a list of current members.
PASCAL’s expertise offers members a wide range of benefits in accessing current thinking and research, opportunities to participate in ground-breaking research and to showcase recent developments.
PASCAL offers bespoke programmes of work tailored to the priority interests of each member as well as incorporating members into its scaleable international comparative projects such as PURE. Examples of such work can be found within details for each member. Each member of PASCAL facilitates knowledge exchange through a Link Person working in tandem with an Adviser from within PASCAL.

Regional members of PASCAL pay an annual subscription or join long-term scaleable projects with other members. Annual subscribers enjoy a range of benefits, including being able to call-down in a flexible and responsive manner consultancy days from our international team of associates. Call-off days have been used by subscribers to bring associates into think-tanks during futures planning exercises (for example, regeneration policy in Kent), to conduct reviews of policy and of evidence that informs policy (for example,the impact of schools on communities in Scotland), and for targeted direct actions in key areas.
Other regions join our large-scale projects such as PURE and take advantage of the added value of being involved in the international knowledge exchange that emanates from such involvement.

Universities may become subscribers to PASCAL and are given preferential access to otherwise unavailable parts of the website, papers and other collected materials. Their staff will be given opportunities to undertake consultancies in PASCAL projects. They will be provided with access to shared learning in relevant networks and opportunities to showcase and market their expertise. In turn PASCAL provides its expertise to support research within its member universities and facilitates opportunities for regional exchanges. Each university appoints a Knowledge Broker and is supported by a PASCAL Knowledge Manager.

Consistent with its mission to promote dialogue between the policy and research communities, PASCAL partners with a number of international and national organisations around the world.
PASCAL maintains strong links with the OECD, especially its Centre for Entrepreneurship, SMEs and Local Development to share knowledge emerging from its research and development activities and contribute to policy development. John Tibbitt, PASCAL Senior Policy Adviser was an invited speaker at the OECD Annual Rural Development Conference in Quebec in October 2009.
PASCAL also has links with the European Union Committee of the Regions to share experience in regional development, particularly the role of universities.
PASCAL is building links with other regional associations such as the North Atlantic Forum. Jarl Bengtsson, Chair of the PASCAL Advisory Board and John Tibbitt both presented papers at their 2009 conference in Bornholm, Denmark. Jarl Bengtsson also will be representing PASCAL at the next meeting of the Nordic Social Services Directors in Reykjavik, Iceland from 4-6 August 2010.
PASCAL is also building links with University networks focused on regional engagement such as the Australian Alliance of Community Engaged Universities and co-operates with the European Universities Continuing Education Network EUCEN, frequently utilising their nominees as external evaluators in relevant EC-funded project.
PASCAL co-operates with the UK's Forum for the Advancement of Continuing Education (FACE) [48], with whom we are co-organising our 9th international conference in Botswana in December 2010.
