Challenges for the funding of Higher Education in Scotland

In an earlier blog, I summarised a discussion which took place in a recent meeting of the PASCAL Advisory Board about the challenges faced by publically funded universities in different parts of the world, and the likely consequences as publically funded university institutions come to terms with the emerging funding environment in which they find themselves.

Putting social capital in the centre of policy-making

Whilst economic capital and human capital have been readily incorporated into policies on regional and community development, it has been much harder for policy to get to grips with social capital.

European Lifelong Learning Index (ELLI)

The European Lifelong Learning Index (ELLI) developed by Bertelsmann Stiftung in Germany is an annual measure of Europe’s “state of play” of learning throughout the different stages of life from “cradle to grave” and across the different learning environments of school, community, work and home life. The ELLI Index measures learning in four different domains taken from the UNESCO framework completed by Jaques Delors that include learning to know, learning to do, learning to live together and learning to be.

The European Civil Society Platform on Lifelong Learning (EUCIS-LLL) gathers 20 European networks working in education and training, and may be of interest to colleagues. Together, these organisations cover all sectors of education and training including networks for higher education, vocational education and training, adult education and popular education; networks for students, school heads, parents, HRD professionals, teachers and trainers.

Towards a Knowledge Democracy Movement: 'Antyodaya' and Higher Education

In 2011, I want to make visible stories about our universities, communities and social movements creating and using knowledge together in new ways that will support organising for change and creating space for collective action for a more just, sustainable, inclusive and joyful world.  I want to see stories on how our collective capacities to 'name the world' as Paulo Freire said, can make a difference to everyone including whom Gandhi referred to, using the Sanskrit word, as 'Antyodya', the last person.

Please consider the following possibility and let the world know. This fellowship can be in an area related to PASCAL work since the Adam Smith Research Foundation is based within the College of Social Sciences of which PASCAL is a part at the University of Glasgow.

EUCEN Observatory on Lifelong Learning

I have found the EUCEN Observatory on Lifelong Learning developed by the European University Continuing Education Network (EUCEN) a good introduction to European policies in the field.

Its objectives are to provide an understanding of the major European reforms that are taking place in Higher Education concerning Lifelong Learning. The observatory provides information on the major European Policies and three Processes for University Lifelong Learning:

Pfizer: Planned closure of R&D facility in East Kent - 2,400 job losses

The loss of any major employer from a region, especially a relatively (in South East UK terms) isolated and deprived one, is devastating. However, the loss of research and development and extremely high-value knowledge workers may have an irreversable impact on the economy and social fabric as a whole.

This is the case for East Kent, the South East of England's most deprived area, as this week Pfizer announced that it would be closing their facility near Sandwich with the loss of 2,400 R&D jobs.
