Dear Colleagues,

With apologies for cross-posting.

Please find details of the 9th International Pascal Conference to be held at the University of Botswana in Gaborone from 1-3 December 2010 in collaboration with the University of Botswana and the Forum for the Advancement of Continuing Education in the UK.

The theme of the conference is Engaged Universities and Learning Cities/Regions

CONFERENCE THEMATIC AREAS

1. The Engaged University and Learning in an African Perspective
2. Lifelong Learning, Citizenship and Economic Empowerment

R&D spending and innovation

The OECD has recently published the 2010/11 edition of its bi-annual publiction of indicators of research and development activity in member countries and some selected non-member countries.   The indicators range over spending in higher education and in business R&D,  numbers of researchers, patents secured, and other relevant indicators, some 150 in all. For many of the indicators time series are available back to 1990.

Graduates are too afraid to show entrepreneurial spirit

Yesterday I received the following message from UKFast and since many argue that entrepreneurship (in both the business sense and in the social sense) is a feature of being a lifelong learner, I thought that this would be something Pascal subscribers would have a view on.

I'm also interested in how at an individual level, entrepreneurship is operationalised since I have found no convincing tools in relation to the development of undergraduate attributes in the area of enterprise/entrepreneurship. Has anyone found measurement tools in this area?

Best wishes Mike

Twin Peaks

We are already familiar with the concept of 'peak oil' and the challanges that are presented  for social, environmental and economic change.   Peak oil claims we have reached the point when we have got the 'easy' oil, where what there is left is more and more difficult and expensive to extract, and it is no longer efficient to go after more as the cost of doing so outweighs the benefits.

The 'Big Society'

One of the (dare I say it) 'big ideas' of the Conservative Party's election campaign, now incorporated into the new UK coalition government thinking, is the replacement of 'big government' by the 'big society'.   Although not explained much at the time of the election, and dismissed subsequently by the opposition as the 'do-it-yourself-society', necessitated as a consequence of severe cuts in public expenditure,  the policies behind the slogan are beginning to emerge.  David Cameron spoke recently of devolving power from central government to local government and to comm

Spreading the word - contacts in Japan

PASCAL continues to explore opportunities for collaborations in Japan and elsewhere in Asia.  Last week I was able to have a very useful discussion with Professor Koyama, Vice-President of the Yamagata University, to explore the possibility of working with PASCAL.   The University has well established engagement with its region, and was keen to learn more about PURE and PUMR.   Hopefully, more soon.

The Higher Education Knowledge Exchange System in the United States

A recent report entitled, The Higher Education Knowledge Exchange System in the United States commissioned by the Higher Education Funding Council for England form Public & Corporate Economic Consultants, will be of interest to colleagues following US practices in this area, and linked to aspects of PASCAL work in the PURE project.

The foreword from David Sweeney, HEFCE Director, Research, Innovation and Skills says:

Best practices in regional engagement of HEI’s in Flanders - May 2010

Dear All.

The attached is a list of best practices organized by HEI’s in Flanders, Belgium, that we could gather by setting up the on-line benchmark questionnaire.

You will see that still some texts are in Dutch, sorry for that, but they will be translated in English by the end of August.

Best regards,

Jan
